David Cohen, who has been serving as Under Secretary for Terrorism and Financial Intelligence, has been appointed by President Obama as deputy director of the Central Intelligence Agency, according to a White House announcement.
In his duties as Under Secretary for Terrorism and Financial Intelligence, Cohen’s duties including finding and stopping lines of funding for terrorist organizations and drug traffickers. He also contributed the the U.S. policy regarding sanctions against countries like Russia. Cohen will be replacing CIA deputy director Avril Haines, who is going to serve as Obama’s deputy national security adviser. Of Cohen, CIA director John Brennan said, “He is an outstanding public servant with whom I have worked closely over the past several years.”

In recent years, the CIA has gotten more involved with public policy, given the increasing use of sanctions, the growing threat of hacking and financial terrorism and the illegal channeling of funds to terrorist groups. Cohen, 51, came up with an economic approach to battling ISIL and has testified on Capitol Hill about Iran and Syria. Cohen has also met with governments overseas to increase support against countries like Russia and Iran.
