Dayan was born in Israel to a Syrian Jewish family that moved to America in 1967.
The new apartment building, at 59 Franklin Street, will have 89 units spread out over 18 stories, with a total of 89, 080 square feet.
This comes to an average of only 1, 000 square feet per unit, which will distinguish the building from most of Tribeca where huge living spaces in luxury apartments are the norm for new housing.
Public transportation is readily available.
Mr. Dayan paid $12.69 million for the site at a foreclosure auction held in 2012. The previous owner of the six story building that currently stands there, Marshall Weisman of W Developers, lost the property after he had defaulted on loans and was sued by his partners.
Approval for the demolition of that building was granted in May.
News of the filing of permits for the building was first reported in .
