Police said that witnesses saw the suspect approach two Afghan migrants, aged 21 and 26 years and began insulting them, before he escalated to striking them.
According to Ynet, passersby intervened to stop the assault. The suspect allegedly gave a Nazi salute before fleeing the scene.
Police will charge the suspect with assault and for publicly displaying a swastika. German law prohibits the display of a swastika.

The migrant crisis in Europe is considered to be a major factor in the drop, and is the worst refugee crisis seen in Europe since World War II.
