The executioner on video then threatens to execute a British hostage.

The Washington Post also said it had seen the video.

In the video distributed Tuesday, titled “A Second Message to America, ” Sotloff appears in an orange jumpsuit before he is beheaded by an Islamic State fighter, the Associated Press reported.

The White House press secretary Josh Earnest told reporters at the daily briefing he was unable to confirm the authenticity of the video. He said: “This is something that the administration has obviously watching very carefully since this threat against Mr Sotloff’s life was originally made a few weeks ago. Our thoughts and prayers, first and foremost, are with Mr Sotloff and Mr Sotloff’s family and those who worked with him.”

He said the U.S. had “dedicated significant time and resources” to try and rescue him.
