Tioga Downs owner Jeff Gural says he’d be “beyond shocked” if a state review panel didn’t award a casino license to him.

“I think that people can really almost put their head on a pillow and expect that a year from now, around the Fourth of July holiday, we’ll be sitting here a casino instead of a racino, ” Gural said Tuesday while unveiling renderings for his planned expansion of Tioga Downs.
